Eighteen accused of aiming to set up north Lebanon 'emirate'
Eighteen suspected members of the Islamic State jihadist group were indicted Thursday on charges of aiming to set up an "emirate" in northern Lebanon, national news agency NNA reported. It did not identify all of the accused or give their nationalities, but said they included Ahmad Miqati, a Lebanese whose arrest last week sparked three days of deadly clashes in the northern city of Tripoli between gunmen and the army. They stand accused of attacks on soldiers and plotting to occupy villages in the Dinniyeh region to establish an "Islamic emirate", offences which could carry the death penalty. The arrest of Miqati, whom the army has described as a senior Islamic State (IS) operative, led to fierce clashes in Tripoli that killed 16 people, 11 of them soldiers, before the army restored control on Monday.

U.S. Congress to revisit Islamic State war debate after election
By Patricia Zengerle WASHINGTON (Reuters) - When lawmakers return to Washington after Tuesday’s congressional elections they will resume a debate they began with some reluctance last month on the U.S.-led fight against Islamic State militants in Syria and Iraq. With the U.S.-led coalition increasing air strikes but no signs the militants have been weakened, Congress appears ready for a broader discussion on the operations than it was prepared to hold during the run-up to the election. ...

Australia set to pay polluters to cut emissions
Australia is set to approve measures giving polluters financial incentives to reduce emissions blamed for climate change, in a move critics described as ineffective environmental policy. The so-called "direct action" plan, which will see the government pay companies to increase energy efficiency, passed through the upper house Senate early Friday following a marathon debate. The bill is expected to be approved next month by the lower House of Representatives where the conservative government of Prime Minister Tony Abbott has a majority. It comes after Abbott axed a tax on greenhouse gas emissions introduced by the previous Labor administration, fulfilling a central pledge from last year's elections.

Bank of Japan expands monetary easing plan as economy slows
The Bank of Japan ramped up its vast monetary easing programme Friday -- sending the yen plunging and stocks soaring -- in a surprise move aimed at reviving growth just as the Federal Reserve winds down its own stimulus spree. Speaking after the central bank wrapped up its latest policy meeting, BoJ chief Haruhiko Kuroda described the measures as crucial to keeping Japan on track in its war on deflation, and said further policy moves could follow. "The Japanese economy is now at a critical moment in its process of getting out of deflation," he told reporters in Tokyo, adding that the BoJ would "not hesitate" to pull the trigger on more easing if necessary. The BoJ also slashed its economic growth forecast by half, and trimmed inflation expectations as a much-touted inflation target looked increasingly out of reach.

UN chief calls for stop to South Sudan fighting
UN chief Ban Ki-moon called on South Sudan's warring leaders on Thursday to immediately stop fighting following the latest upsurge of violence in the oil-rich north. Ban "calls upon President Salva Kiir and Dr. Riek Machar to cease immediately all military operations and reminds them of their obligation to protect civilians and respect international humanitarian law," he said. Ban warned the sides of the "inviolability" of UN bases in South Sudan, where 100,000 civilians are sheltering, fearing they will be killed if they leave. The United Nations has been working with regional leaders of the IGAD group to broker a peace deal and has threatened to impose sanctions on those who reject a settlement.
